Salary & Benefits

Qualified applicants will be eligible to compete in the selection process for police officers. The selection process will be job-related and competitive in nature. Each applicant must successfully complete the minimum requirements of each phase of the selection process to remain eligible.

Salary:

Starting salary for a Newark police officer is $81,781 while attending the police academy and through the end of the first year of service.

Beginning July 1st, 2026 the starting salary will be: $87,505.

Annual step raises, varying between 3 – 4 %, are given throughout your career, plus any additional raises negotiated by contract.

The starting salary for a lateral officer (already a certified police officer) will depend on the number of years of prior service as a sworn police officer. The current starting salary range goes up to $110,336.

Pension:

The Newark Police Department participates in the State of Delaware County and Municipal Police/Firefighter Pension plan.

This pension plan provides full pension benefits after 20 years of service at 50% of the average of the highest 36 months of salary. Employees earn an additional 3.5% service credit each year after 20 years of service.  Retirement is mandatory at age 55 or 34 years of service, whichever comes first.  Employees are also entitled to disability and death benefits.  Full details about the plan can be found here. 

The City also provides a Retirement Health Savings Plan to which both the City and the Employee contribute.  These funds can be used upon retirement to pay for health benefits.

Healthcare:

Health – 100% paid for employee. For dependents, employee pays 17.5% of the cost.

Dental (including orthodontics) – 100% paid for employee. For dependents, employee pays 17.5% of the cost.

Vision – 100% paid for employee. For dependents, employee pays 17.5% of the cost.

Life Insurance Options 

Time Off & Leave:

13 paid holidays annually – An officer required to work on a holiday receives additional pay and time off.

  • 2 weeks of paid vacation after 1 year of service
  • 3 weeks of paid vacation after 5 years of service
  • 4 weeks of paid vacations after 10 years of service
  • 5 weeks of paid vacation after 15 years of service
  • 5½ weeks of paid vacation after 20 years of service

Employees accumulate 10 hours per month of sick time. In addition, an annual sick time bonus of 24 hours is provided to officers who utilize minimal sick time. After reaching 720 hours of accumulated sick time, the City buys back the excess sick time on a yearly basis. The City also provides leave for emergencies, bereavement, military and service on jury duty.

What is the process to be hired as a police officer?

Our hiring process consists of a written examination (conducted on a computer in a monitored setting), physical fitness test, structured oral interview, background investigation, polygraph examination, Chief’s interview, psychological interview and medical physical exam.  The entire process, with specifics about each component, can be found here.

I am already a certified police officer. Do you accept lateral transfers?

We do accept lateral transfers. See the answers below for your specific situation.  

  • If you are already certified as a police officer in Delaware:
    • After applying through the link on this page, you will go directly to the background investigation phase.  There is no need to take a written examination.  You will then complete the remaining steps of the hiring process as outlined on this site.
  • If you are certified as a police officer in a state other than Delaware:
    • You must apply through the link on this page.
    • You will be required to take the standardized written exam given to non-certified applicants.  This is required by state regulations.
      • The exam will be administered at a convenient time for the applicant and the applicant will not have to wait for a specific exam date.
    • After taking the written exam, you will go directly to the background investigation phase.  You will then complete the remaining steps of the hiring process as outlined on this site.
    • To become certified as a police officer in Delaware, the certified applicant’s training records from the current state of certification will be sent to the Delaware Police Officer Standards and Training Commission (“POST”).  POST will compare the training the applicant has received to the training requirements in Delaware.  If the applicant needs more than 40% of the minimum number of hours of training required in the State of Delaware, then the applicant will have to go through an entire police academy.  We have had police officers lateral from both Pennsylvania and Maryland (among other states) and the applicants did not have to attend an entire academy.  The applicant will be taught (either internally or during an academy class) the specific areas that are identified as needing training (ie. Delaware criminal and traffic law) to complete the requirements for Delaware POST certification. 
    • If the certified applicant’s training is through Pennsylvania Act 120 and the applicant did not work as a police officer, the applicant may still be required to attend a full police academy.
    • A determination of a certified applicant’s training requirements cannot be completed without filing an application for employment.
  • The starting salary for a lateral officer will depend on the number of years of prior service as a sworn police officer. The current range for this starting salary is $81,000-$110,000.

Is there an age minimum or maximum to apply?
  • By City of Newark ordinance, you must be 21 upon date of hire as a police officer.
  • Under the same ordinance, you can not be more than 39 years of age upon the date of hire as a police officer.
  • Retirement is mandatory at age 55.  You must serve for a minimum of 5 years to earn a pension.
What is the hiring bonus and when is it paid?

No prior police service: The City will provide a $10,000 hiring bonus to new hires that do not qualify for the Prior Sworn Police Officer bonus detailed below.

Prior Sworn Police Officers: The City will provide a $20,000 hiring bonus to new hires that are Delaware Police Officer Standards and Training Commission (“POST”) certified police officers OR are Delaware police academy exempt based on their police certification in another state. The determination of academy exemption is made by the Delaware POST after submission of training records.

The hiring bonus is payable upon completion of field training (approximately 9-12 months after date of hire for non-certified officers and 6-12 weeks after Delaware certification for certified officers).

Do police officers take their vehicles home?

The City currently provides take home vehicles for all sworn police officers.  Officers may take their vehicles home on a daily basis once they have completed the field training process.

What is your tattoo policy?

We allow tattoos visible to the public while on-duty, except on the face, neck or hand (a tattoo or brand symbolic of a civil union or marriage on the ring finger is permitted with approval). We prohibit tattoos, body art, or brands that are extremist, indecent or sexist regardless of location on the body. Tattoos, body art, or brands that advocate or symbolize gang affiliation, supremacist, or extremist groups, or drug use, are also prohibited.

What is your facial hair policy?

We allow officers to have facial hair. Mustache, goatee or complete beards are the only types of facial hair allowed. They must be finely groomed and neatly trimmed and the neck must be clean shaven. The facial hair may not be longer than 1/2 inch.

I don't have 60 college credits, but I have military service. Can I be hired?

We require 30 college credits with military service. Prior military service is defined as serving two or more years of a commitment. A commitment is defined as either three or more years of active duty, or six or more years of guard or reserve service.

I don't have 60 college credits, but I have prior police service. Can I be hired?

The college requirements may be waived by the City Manager and Chief of Police for CERTIFIED POLICE OFFICERS with at least 18 months of active full-time police experience after graduation from a qualifying police academy

I live more than 100 miles from Newark, DE. Is there a special streamlined hiring process?

For candidates who travel more than 100 miles from their home to Newark, DE to apply for the position of police officer, we will attempt to schedule parts of the process on the same day, thereby reducing the number of trips to Newark required to complete the process. Candidates who meet the 100-mile criteria will receive notification prior to the written examination from the Recruiting Unit.

Do you have a residency requirement?

We do not have any residency requirement to apply, to be hired or to work for Newark PD.  We have officers who live not only in Delaware, but southern New Jersey, Maryland and Pennsylvania.

What is the physical fitness requirement?

Our physical fitness requirement can be found here. After passing the written examination, candidates will be given information about taking the physical fitness test (“PT test”) with our contracted service provider. Candidates can set-up an appointment to take the test at their convenience. The PT test must be completed before the start of the background investigation. The background investigation may begin anywhere from 3-8 weeks or longer after the written test.

What police academy will I attend?

In general, recruit police officers attend the Delaware State Police Academy in Dover or the New Castle County Police Academy in Newark.  While the DSP academy is a residential academy where recruits come home on the weekends, recruits commute from their home to the New Castle County Police academy every weekday.

A new recruit officer cannot request a specific academy.  The recruit officer is generally sent to whichever academy is starting soonest after the recruit’s hire date.

Recruit officers are paid full salary and receive all benefits during academy training, including accrual of pension time.

What shift schedule does your patrol division work?

Our patrol officers work a 12-hour shift schedule with every other weekend off.  The officers are assigned to a platoon and work two weeks of day shift, followed by two weeks of night shift.  Day shift generally starts at 5, 6 or 7 am and night shift generally starts at 3, 4, 5 or 7 pm.

Minimum Standards

Before filing an application, each candidate for police officer must meet the following minimum standards:

Citizenship

Each candidate must be a United States citizen.

Age

Each candidate must be at least 21 years old by date of hire.

Education

Each candidate must meet one of the following:

  1. Possession of an associate’s degree or higher, or have completed one-half of the requirements for a bachelor’s degree (60 college credits) from a recognized educational institution; or
  2. Possession of 30 college credits with military service.  Prior military service shall be defined as serving two or more years of a commitment with the commitment being defined as either three or more years of active duty, or six or more years of guard or reserve service. Honorable discharge and/or enlistment documentation shall be required.
  3. The college requirements may be waived by the City Manager and Chief of Police for CERTIFIED POLICE OFFICERS with at least 18 months active police experience after graduation from a qualifying police academy.

Applicants must have met the above education requirements at the time the background investigation begins.  Any applicant who does not possess these minimum requirements when the background investigation is to commence will have their application deferred until the minimum education requirements are met.

Driver's License

Each candidate must have a current valid driver’s license and one year of driving experience prior to application. An applicant must not have had a revoked or suspended driver’s license within the three-year period prior to application. 

Arrest Record

Any candidate who has been convicted of a felony will be disqualified from consideration. 

Physical Requirements
  • Weight in proportion to height
  • 20/200 vision in each eye, correctable to 20/20 in each eye 
  • Normal color vision
  • Physical skills necessary to perform the duties

Selection Process

Qualified applicants will be eligible to compete in the selection process for police officers. The selection process will be job-related and competitive in nature. Each applicant must successfully complete the minimum requirements of each phase of the selection process to remain eligible.

Written Examination

Once an application has been submitted and the candidate has been found to meet the minimum qualifications for the position of police officer, the candidate will receive an invitation to take a validated, standardized written examination.  The examination is computer-based and is taken in a proctored environment at the Newark Municipal Building.  A passing score must be obtained to continue in the application process.  No prior knowledge related to police work is required to be successful on the examination.

The candidate will be provided with various examination dates and the candidate may choose an examination date that is convenient to the candidate’s own schedule.  The candidate will be provided a preparation guide prior to the examination date which will familiarize the candidate with the components of the examination and provide sample questions. 

Physical Fitness Test

After passing the written examination, candidates be given information about taking the PT test with our contracted service provider. Candidates may set-up an appointment to take the test at their convenience.  The PT test must be completed within two weeks after taking the written examination.  The background investigation may begin anywhere from 3-8 weeks or longer after the written examination.  The minimum passing requirements are based on the Cooper Institute 20th percentile standards. Each component of this test is rated pass/fail.

The Physical Agility Test will consist of the following components:  

  1. Duration PT Test
    1. The “Duration Aerobic Test” is a Graded Exercise ECG Test that is used as a clinical test to determine Peak VO2 levels.  The test measures the body’s cardiovascular function under stress by monitoring ECG function as well as blood pressure response to exercise.  
    2. The test involves walking (to running) on a treadmill to exhaustion at a constant speed as the gradient/slope is increased by 1 level every minute until maxing out at slope level of 12.  At that point, speed is increased at a rate of .2 mph per minute until the test is terminated.  The test is terminated when the applicant cannot continue.  
    3. The Duration Test is directly comparable to the VO2 Max Run Test (Gold Standard) and also to the 1.5 mile Run Test.
  2.  Maximum Push Ups in 1 minute.
  3.  Maximum Sit Ups in 1 minute.

All tests should be performed to each participant’s maximum effort.  Applicants should train to the below standards to pass the PT test:

PT Requirements

Candidates must successfully complete the minimum requirements of each phase of the physical fitness test to remain eligible in the process.

Structured Oral Interview

The candidates who pass the written examination will participate in a structured oral interview. Each candidate will be asked to provide oral responses to a series of interview questions regarding their qualifications and how they have, or how they will, handle specific situations that are relevant to what the candidate may do on the job as a police officer.  

A candidate preparation guide will be provided prior to the structured oral interview with further information about the structured oral interview.  No prior knowledge related to police work is required.

The interview panel is staffed by currently active Newark Police Officers of various ranks. 

Eligibility Roster

The candidates will receive a composite score from the written examination and structured oral interview. Bonus points will be added for possession of a bachelor’s degree, prior military service and current police officer certification from any state. Candidates will be ranked based upon their composite scores and then placed on an eligibility roster. All appointments will be made from this roster.

Background Investigation & Polygraph Examination

A background investigation will be conducted on each applicant on the eligibility roster as vacancies exist. An applicant may be disqualified from the roster if the background investigation reveals derogatory information pertaining to the character or conduct of the applicant. Applicants that are not disqualified will then submit to a polygraph examination.

Selection

If an approved vacancy in a police officer position arises, the Chief of Police will interview the three highest rated applicants. The City Manager will appoint one of the top three candidates from the eligibility roster to fill the position.

The probationary appointment is contingent on a favorable psychological evaluation, medical examination and eye examination, which are given after a conditional offer of employment. 

The probation period for a police officer is one year if hired as a certified police officer and one year after academy graduation if hired as a non-certified officer.
